This spreadsheet lists assessments that have been used by Literacy and Basic Skills (LBS) organizations across Ontario. Our goal was to provide a resource LBS organizations can use to help find and select assessments that will meet the needs of learners. This spreadsheet can also be used by individual LBS organizations to onboard new LBS practitioners.

Assessments are used to ensure that you have the information you need to develop a learning plan with your learners. 

The Ministry of Labour, Immigration, Training and Skills Development (MLITSD) requires that all LBS learners complete an assessment.

In this spreadsheet you will find the names of various assessments, some information on how to access the assessment including training and costs. You will also find information that will help you make decisions and determine the best fit.

The information and links in this resource list were updated January 2025. The list was compiled in collaboration with individuals who work in LBS. This is not an exhaustive list.  You can use other assessments.  These are resources not recommendations, however, they have all been used in LBS.  Each organization will need to make a decision about which assessments are the best fit for their learners.

This guide draws on the information gained during 4 working group meetings facilitated for Literacy and Basic Skills (LBS) practitioners in 2024.

Section One “Developing Assessment Policies” includes information that can be used to develop assessment policies for LBS organizations and assessors.

Section Two “Assessment Best Practices” includes assessment best practices covering all stages of the assessment process.

In addition to this document, an Assessment Database was developed. It lists 35 initial assessment tools available to LBS assessors. This database with annotation can be accessed here.
