This guide draws on the information gained during 4 working group meetings facilitated for Literacy and Basic Skills (LBS) practitioners in 2024.
Section One “Developing Assessment Policies” includes information that can be used to develop assessment policies for LBS organizations and assessors.
Section Two “Assessment Best Practices” includes assessment best practices covering all stages of the assessment process.
In addition to this document, an Assessment Database was developed. It lists 35 initial assessment tools available to LBS assessors. This database with annotation can be accessed here.
ESKAGO Apprenticeship Self Assessment (Fillable PDF)
The Common Assessment of Basic Skills (CABS) tool is an assessment guide centred on task-based learning demonstrated through real-life tasks. CABS 2026 includes a guide for CABS interviews and assessments, skills for coaching learners and indexed activities aligned with the three levels of OALCF.
The Literacy Link Eastern Ontario (LLEO) English Proficiency Assessment is designed to determine the assessment level for learners entering Literacy and Basic Skills (LBS) classes. The assessment is structured into two levels, with the second section only administered if a learner successfully completes the first. Please note: This assessment was designed to accompany the LLEO English for Work books and group activity guides. However, this assessment could apply to any English proficiency learner joining am LBS class in Ontario to determine an assessment level for reporting.
